Examiner, Parent or both?

For the past 6 month’s something has been weighing heavy on my mind. I was sent a ticket in the mail for speeding. I was doing 60 in a 55. Here in the DMV (D.C, Maryland, Virginia) area they don’t even bother pulling you over. They have cameras everywhere that just take your photo and you get it in the mail.
I got a pretty clear photo of the front and back of my SUV in the mail, and I knew I was doomed. I had 30 days to respond with either the payment or to dispute it. The fine was for $150! If I chose to not pay, dispute it and then loose, I would then have to pay $250.      
So I took my chances and disputed it. I wrote a letter.  In the letter I remember writing things like My Daughter was crying, I didn’t know the area, I was lost and there for I didn’t know the speed limit because I was confused and flustered.
I’m guessing that the “hearing examiner” must have been a parent of young children, or remembers what it’s like to be a parent of young children. I finally got a letter in the mail today, and I literally screeched (kind of like CJ did when I got the ticket). It said: Based on your statement, the ticket was dismissed!
So, I’m going with the parent theory. That or they just felt really bad for me? Either way, its $250 we get to spend on our daughters!!

At one point I told a cop I was having a lady problem (I was descriptive) and he let me go right away. It was a half truth because I honestly thought I might have been having an issue.
